Investigators said the suspect sexually assaulted a woman in Florida in April. Leah Parian said the woman was with her and she told the horrifying story in a phone call with the CBS affiliate.
“This guy grabbed me the hardest on my neck, just below my chin, and immediately blocked my airway. I knew he was doing it,” Parian said.
Parian, who said she worked with Almansouri at a restaurant in Orlando, said she called 911 and left in Almansouri's car. He was later arrested and charged.
“I literally told them verbally that if they let him walk away with a slap on the wrist, he would become a serial killer,” Parian said.
Almansouri was charged with grand theft auto in Florida, but charges of sexual assault and aggravated assault were dropped, records show.
“I was very disappointed in Florida State,” Parian said.
Prosecutors in Orange County, Florida, told CBS New York there was not enough evidence to prove the sexual assault and aggravated assault charges. He posted bail there in September. A statement from the Orange County Prosecutor's Office reads in part:
“Our office found sufficient evidence to file a grand theft charge of motor vehicle. Almansouri was arrested and granted $2,500 bail on that third-degree felony charge, which It is customary for the crime and consistent with Florida law requiring bail.'' Mr. Almansouri was released on bond in September 2023, but his next scheduled court appearance is March 13. This is a pre-trial conference.
