How the College Football Transfer Portal Works
The NCAA Transfer Portal is a private database containing the names of student-athletes in all sports at the Division I, II, and III levels. The complete list of names is not publicly available.
Players can enter their names into the transfer portal through their school's compliance office.
Once a player notifies in writing of his or her intention to transfer, the administration will register the player's name in a database and the transfer will become official.
The compliance office has 48 hours to respond to a player's request, and NCAA rules prohibit anyone from denying the request.
The database includes the player's name, contact information, and information about whether the player has a scholarship and is a graduate student.
Once a player's name is listed in the transfer portal's database, other schools are free to contact him, and the player can change his mind and withdraw from the transfer portal at any point in the process.
Notably, once a player enters the portal, the school no longer has to honor the athletic scholarship they gave him.
And if that player decides to leave the portal and return to his original school, the school does not have to give him a new scholarship.
